But a quick google search shows Joker started using it in Batman #1 back in 1940 so I guess he has... I know the creators of the show used toxin because they weren't allowed to show killing on a kids show. The show somewhat implied that there was no cure for the toxin and instead they were trapped in their smiling body, which is pretty gruesome.
